[Igf-dev] WS-Policy implementation checked-in

Just checked in an initial implementation of WS-Policy support for the  
Attribute Services API. So far I have only implemented one CARML  
assertion (the PurposeAssertion).  I'll implement the rest once we  
have clarification on the expected final WS-Policy assertions/ 
contraints.  Check the basic test case code to see how it is used.   
I'm not yet happy with the implementation. I figure we're gonna need  
some "helper" classes to make life much simpler for the typical  
developer.

Note: the WS-Policy implementation uses Apache Neethi. Neethi has a  
dependency on STAX (an implementation of JSR173) from http://stax.codehaus.org/ 
. This library will remain a separate download for now.
