IGF is orthogonal to the ID-WSF code. ID-WSF is just one protocol/
family that IGF will support. For example, IGF has to support other
protocols including non-federation protocols like LDAP.
While there is obviously a key "intersecting" relationship here, to
say there is a hierarchical one would be *extremely* problematic and
be a disservice to either project by artificially limiting their
respective potential "mindshare".
I think Asa has it right. There are several projects running under a
common organization. Following the Apache model might be the best way
to go.
